Prioritization of Criteria For Evaluating The Accountability Process of Civil Social Organizations Using The Multicriteria Model

This article aims to prioritize criteria used by a group of specialists from the Secretariat of State for Justice and Citizenship of the Federal District, regarding the accountability evaluation process, in order to standardize it and make conclusions about opinions more coherent. This research is of an applied, qualitative nature and has a case study strategy. The structure of the research consists of i) modeling the AS-IS process for a better understanding of the process; ii) application of the Current Reality Tree to identify process risks; iii) application of the Analytical Hierarchical Process method for the development of the Multi-Criteria theory with Group Decision, using the Bayesian theory to maintain acceptable consensus and consistency before applying the Aggregation of Individual Judgments. The results showed that among the weighting of the criteria evaluated by the experts, social impact proved to be irrelevant, although it is one of the most important criteria for the performance of Civil Society Organizations.
